Dr. Kimit Rai M.D., F.R.C.S.C. President and Founder

Dr. Rai founded Operation Rainbow Canada in 1998. Dr. Rai is a graduate of the University of British Columbia and has been B.C. Board Certified in Plastic Surgery since 1975. He has also been American Board Certified in Plastic Surgery since 1977. Dr. Rai has served as both the past president of the Canadian Society of Plastic Surgeons and the Northwest Society of Plastic Surgeons.

  • 2014 – UBC Distinguished Alumni Award – Outstanding contribution to community service
  • 2013 – Governor General’s Caring Canadian Award for his outstanding charitable contribution to the world as a Canadian.
  • From 1989 to 1999 – Chief of Surgery for the Simon Fraser Health Region
  • 1983 – 1999 – Chief of the Department of Plastic Surgery from 1983 to 1999.

Born in Kuala Lumpur, Malaysia, Dr. Rai is married with two grown children and is an avid runner. 

Rakesh I. Patel CPA – Treasurer, Director of Finance

Rakesh graduated from Simon Fraser University in 1989 with a Bachelor of Business Administration degree and articled with a regional CPA firm to obtain

his CPA designation in 1993. He is a Partner at Dale Matheson Carr-Hilton LaBonte LLP.

Rakesh provides audit services to Canadian and US public companies primarily in the fields of mining, oil and gas, real estate development, biotech and high tech. He also specializes in helping private companies enter public markets, assisting them with the registration process. Rakesh has extensive knowledge of the securities and regulatory environment in Canada and the US, and an excellent working relationship with numerous securities lawyers throughout Metro Vancouver.

Rose Siu Elvan – Board Secretary, Director of Governance and Administration

Rose is a business professional with over 25 years of experience in the air travel & hospitality industries. She has been a supporter of ORC

for many years when she was the Business Development Manager at Cathay Pacific Airways. Rose is currently a Senior Account Manager at Philippine Airlines. Rose will leverage her expertise in the travel industry for ORC’s travel planning. 

Doreen Lore RN – Director of Medical Mission Planning

Doreen joined ORC in 2005 and has participated in 12 missions and co-ordinated 10 of them. She joined the ORC Board in 2009. Doreen is a retired Registered Nurse with over 30 years of experience in Pediatrics at BC Children’s Hospital. Her extensive clinical knowledge has developed over her career in both nursing and leadership roles in Neonatal ICU, Pediatric ICU, Post Anesthetic Recovery, Surgical Daycare, and the Radiology Department at BC Children’s Hospital specializing in Interventional Radiology and Cardiac Catheterization.

Other Medical Missions that Doreen has been involved with include Hernia Camp in Uganda with BC Children’s Hospital in 2008 and Earthquake Relief in Haiti in 2010 with Rose Charities.

Dolly Khanna, R.N. – Director of Fundraising and Outreach

Dolly works as a Nurse Clinician at the BC Children’s Hospitalin the Orthopaedic Clinic. Her previously roles at BCCH was in the Neonatal Intensive care (23years), Pediatric Post Anaesthesia care unit, Nurse Clinician in the Cleft Lip and Palate Clinic, Immunization Clinic, Neurology Clinic and Neonatal follow-up Clinic. Since joining ORC in 2013, Dolly has participated in 8 Missions. In addition,she has been an integral part of the Mission Planning Committee. Dolly has a Bachelor’s Degree in Science (Delhi) and in Nursing(Montreal).  Her lifelong love of traveling and meeting people is probably due to her having lived in various cities in India, London (England),Dusseldorf, Montreal and now Vancouver. Last but not least, Dolly is probably the most multi-lingual ORC member. She speaks to Hindi, Punjabi, Urdu,German and French. 

Gary Hanney – Director of Media

Gary joined ORC in 2009 shortly after retiring from a 40-year career as a photojournalist with BCTV News/Global. A graduate of BCIT – Broadcast Communications, he is recognized as a dedicated and skilled photojournalist with an extensive list of awards, achievements and contacts in the industry.

 Gary’s distinguished career spans many years of a wide variety of local, national and international news coverage. Gary is currently an independent media consultant and photojournalist. He has been on six ORC Missions as a videographer and many of Gary’s videos can been viewed in ORC’s video gallery.
